Maybe if the diluted glue doesn't work, try not to dilute it. I know that some people don't dilute their glue. Another possibility would be that the glue you used just isn't suitable. The glue I have (Metylan Ovalit T) is a wallpaper glue that specifically states on the package that it adheres to aluminium. Other than that I can only recommend you to watch Sara Adams' video about making tissue foil. She explains it in great detail.
When rolling down your sheet of tissue paper something I find important is to use a very dry sheet of kitchen tissue to immediately brush out air bubbles as I go along just like Chris does in this video I recorded of him making tissue foil several years ago. If your paper gets wet along the way there is too much glue (or water) my paper gets moist at most.

Re: MC vs tissue foil
MC treated paper is my favorite, personally... I don't even think I've every posted a picture of a model made with foil, the only time I ever use it is for testing how to shape a crease pattern.
Re: MC vs tissue foil
Thanks Anna! I managed to make it work by not diluting the glue (I can even apply it directly on the roller). The main differences I noticed for white glue is that the paper is stronger and easier to work with: reversing creases is more manageable. However, it is slightly thicker than spray glue which, hopefully, won't bother me too much.
EDIT: Haha, scratch that: I just tried on a bigger piece and the undiluted glue dries too fast
. I'll have to find another brand of glue then.
