I am at origamihouse right now sitting next to Kamiya-san looking at the 16th convention book. The diagrams are definitely for a complex sea turtle that looks very similar if not identical to
this one.
The question of 'simplification' is misleading. When you use the word 'simplified', people assume that there are essential details missing from the final model, while this does not have to be true. For example, the
fairy I diagrammed for Tanteidan16 is definitely a 'simplified' version of the one on my website. However, externally, the two models look exactly the same. All the 'simplification' occurs on the interior of the model making it cleaner and easier to fold. While the model might be 'simplified' by being less complex, it is actually a significantly better model.
'Simplified' does not equal 'worse'. I have talked with Kamiya-san on this point. He does not want to make 'complex' folds. However, the subjects he would like to design are complex, so he has to use complex folding. If there is a simpler way of doing the same thing, he will chose the simpler way. Decreasing complexity often results in increasing efficiency and elegance.
