I don't think there is a cheap version
The one that you see for 60-70 USD is the only one!

there are basically only 3 venues that i know of to get the works of satoshi kamiya, now that sasuga has closed.
one can now directly purchase from gallery origami house using paypal. the total cost is ~ $60-70, depending on the shipping you choose.
you can also use nicolas terry's origami shop (http://www.origami-shop.com). with shipping & handling, the cost is ~ $90, assuming my math is right.
lastly is OUSA, the source (http://www.origami-usa.org/thesource). with shipping & handling, the cost is ~ $90.
surprisingly, gallery origami house seems to be the most economical option.
if money is no object and i lived in the US, i would go ahead and buy it from OUSA (so as to not delay gratification). otherwise i would probably go for gallery origami house.
all that said, given that you've had difficulty with elementary steps (you asked for help on a valley fold in the pegasus) of the models, maybe this book isn't for you. you could introduce yourself to complex origami using some montroll books, which are usually ~ $10-15. if you're daring, you can go with lang's origami insects and their kin, which is arguably still the hardest origami book in existence (the hardest models in there are way harder than anything in the works of satoshi kamiya).
