On the surface, your request appears quite simple.
However, locating a comprehensive list of traditional, public domain models will very likely involve a considerable amount of time & research expertise .
Most of us are familiar with the crane, simple frog and lily as potential examples.
However, even with those stated, many diagrams are copy written.
I would encourage you to contact Origami USA or the British Origami Society for some direction.
David Lister is well know for his origami research.

I would be wary of opinions versus fact .

Ahhh, yes !
You are certainly right, the David Petty grouping is an excellent assemblage of " traditional " models.
I had completely forgotten about it, been so long.
For folding and teaching purposes, these models are a nice representation.
I do however, have the unsettling feeling that many of the models that he presents as " traditional", may actually have a designer behind them, but is not credited .
Odd that there are no Japanese, Korean, Spanish nor Chinese names ...
