Not sure about which puffy stars you mean. If you mean these stars:

(I call them Lucky Stars)

They're a traditional design like the crane and the flapping bird. Nobody's really sure who designed them.

Thank you for the reply. Nobody really mentioned that they were a traditional design on the places we have looked.
