Yes, it is possible for a person to file a lawsuit in a foreign country.

The 7th amendment just tells apart trials by jury from bench trials (without jury), but there is the following principal: "de minimis non curat lex" (The law does not concern itself with trifles). This means a court can consider a given harm as not important enough for accepting the lawsuit. Now, there's no way to know what will happen until the lawsuit is taken to court, one judge might consider it unimportant while another one might not, and its importance doesn't neccesarily have to do with how much you charge for the folds.
