Hung's Chattering Fish and Viet's Piranha

I successfully folded Junior Jacquet's "kissing fish" (numerous examples on the internet), but I really don't understand the directions for Hung's Chattering fish. I am especially confused by the directions in steps 5 and 6.

Folded from junk mail. Chattering Piranha - variation of Hung's Chattering Fish. Lock on original model isn't very secure and especially with small models, you need glue. Folded this from relatively heavy copy paper without a lock and it stays together reasonably well, especially if u keep tension on "pectoral fin" tabs while biting. (I think it's b/c the changed jaw helps keep things lined up). But if it were going to get heavy use or be given to a child, I would still lock the "pectoral fin" tabs with glue.
