The names sound the same and it may just be a google translate error that causes the difference.
This is taken from the happy folding website on the review for Karaperapisu.
"We start with a unique, iridescent paper. Its name, as far as we know, has no real meaning, and it may come from the word "Karape" (カラペ - Ka Ra Pe) which is a shortening of the English term "
Color Wrapping Paper". Rapisu has no meaning, but it does roll nicely on your tongue."
The paper in the review looks similar to origami shops iridescent shadow fold papers.

Since they don't look much like the papers pictured I would say its just a general kind of paper that you would probably have little to no chance of finding anywhere but Japan. Good luck anyways!
