I posted an elaboration on that step 4 or 5 posts up. If you are using tissue-foil, it will stay in position. If you are using another paper, I would recommend wet-finishing that part, or using a small amount of Methylcellulose or wheat paste to stiffen the paper in that area.

Pfolder,
if you are using regular A4 copy paper, like I suspect you are doing, a carefull hand is needed to hook this in, and anyway, it does not really stay in place that well/hook in at all. try dampening the paper and then use re-usable adhesive to hold the two layers together until they dry
(which the time to take will vary, depending on where you live). afterwards, these layers will hold in place fairly well. If you go to the Robert lang website, and go to info, there will be a section on paper. Click on this link, then on the link to wet folding to get a few more tips on how this works. for more convenience, the link is below. Other papers are also recommended there, and a great deal of information about what paper to use, how to use it, etc can be found in this paper section. All this is really just an in depth approach to what frumiousbandersnatch has been saying all along.

I've done this model twice in the last month or so. My first, copy paper version is very loose - doesn't hold it's shape well at all, and certainly doesn't hold the belly together. The second was done with 6in (15cm) origami foil. The model mostly holds together on it's own, and the shaping creases are much more tight. I still think I put a dab of glue inside the head where the foil had started to give. If that's a problem just be very careful not to over work it. There's still a noticeable gap between the back and the belly. Ah well. Maybe third try will be the charm.
