Folding Help

I seem to have hit a road block with reading the instructions for Robert Lang's Long Horned Beetle in Origami Insects 2.
Here is what I have after step 37.
Front Back
page 100 step 38 says to pleat, but I do not see how this is possible since the entire layer is connected vertically. Is there errata for this maybe?.
Any help would be much appreciated.

This is still on the shelf, I haven't had any flashes of insight yet.
If anyone out there knows what's going on here your help will be much appreciated.
