That model is the result of a challenge that Nicolas offered .
That consisted of taking his quite easy perroquet, and doing extra folding & modeling until you can achieve the final result of the photo.
The perroquet may be found in the book Origami-60 modeles, by Daniel Picon, with Nicolas Terry models included, from his website origami-shop.

In addition, there is a youtube video that shows several view angles of the parrot.

Obviously, a fair amount of improvisational skill will be required to transform the simple parrot into the advanced one .
You also might email him, & maybe the diagram might be in some other book or convention collection.

I see 3 modifications that might help you get started:
1. Thin the tail, by reverse fold or by folding the flap on each side in half
2. Reverse fold the beak to get the lower beak ... note that this shortens the overall beak. Pleat the head.
3. Accordion pleat the wing 4 times and round it to shape it
This isn't The Answer, but when you try these mods, you may see something that clicks. You might look thru some old models to see how to fold a flap to make an upper and lower jaw in mammals, dogs, and birds; then look at thinning a tail or a legs; then look at the various ways to make feathers and wings to help you with the techniques and the ideas. Nicolas might be willing to tell you what models inspired him, if he remembers.

This model is diagrammed. That is a confirmed fact. I have them right in front of me.. They aren't published - a year or two ago, Nicolas was offering free diagrams for anyone buying things in his shop. Kinda like the free paper thing (sample). I don't think it's published though..
