Maybe try using a sheet of mulberry paper. You can find it at local art stores.

I have used the paper, but haven't folded the dragon from it.
Try looking on flickr.com for models folded with this paper.

If you're not wanting to treat/prepare paper, then 70cm biotope paper may what you want, from origami shop. I haven't folded this dragon from it, but it worked fine for Kamiya's Cerberus. It's probably your best bet for the phoenix you posted about, too. The mulberry/unryu type paper at origami shop will need a coat of mc, really, but is thinner and stronger.
