Looks like Kusudama Daniel by Jeff Rutsky.

It seems you are right about the model name but not about the author. A quick search brought me to https://origamiusa.org/thefold/issue/20 who states Daniel Reutsky as the author.

I guess the confusion comes from the fact that Reutsky and Rutzky (with z) look a little similar on first glance and since some of us know Jeff, it would be easy to assume it's his model.
