It's just a matter of balancing the paper over the forelegs.
EDIT: I was going to say this earlier, but I didn't have time. The interesting thing is that positioning the neck more forward would throw off the balance of the model even though the forelegs are closer to that part of the CP.
It's also from a uniaxial base, which I find interesting.
