Well, I'm not quite sure. I've took the direct translation from the German word "Elfe" and those "Elfe"-creatures definitely do have wings, but I don't know whether this is true for the English "Elf". It is a bit confusing because the translation for "Fairy" seems to be "Fee" and when talking about a "Fee" I wouldn't imagine a winged creature, whereas fairies always seem to have wings. To tell the truth, I'm not quite sure what the differences between fairies and elves really are.

since elves are completely made up, they can look like anything the artist wants them to. a viewer will have an easier time identifying them as an elf, if they have the typical pointed ears that one associates with the fantasy.

I've done a bit of research and came to the conclusion that the main difference between elves and fairies is their character. Fairies are mostly considered old souls that are keepers of the woods and all its plants and animals. They can for a certain degree manipulate natural forces like the weather. They are wise and fair.
Elves are living for the moment. Just like little children they aren't really responsible for their deeds. They are very light butterfly like creatures that like beautiful things but can be very nasty too.
Both have some supernatural powers.
In appearance both elves and fairies can or can not have wings and be anything from big to tiny. The only feature that seems to be associated with elves only are the pointed ears, but still those aren't a must.
