That´s easy. Make a fanlike structure by folding a lot of valleys and mountains. Insert reverse folds all the way through to shape it like wished (f.e. cherry on top, etc.). Bring the two side edges together and lock them somehow in place. Done.

Hmm... if you were to striaghten the top of that model and flatten the bottom, you would end up with a nice cupcake paper

Anna, I noticed your Cupcake model on the "What have you folded lately?" topic. The cherry seems to be a dahlia, but the rest... very interesting :D

The cupcake was folded from one single square of paper including the cherry, if you have a better idea of how to do it, I´m curious to see your results :)

Here´s a picture of my version:

It´s in no way ingenious, it´s just simple boxpleating, maybe I will draw a simplyfied creasepattern with some text instructions, but in fact it´s the same like I´ve described above.

Cupcake: Happy 14th Birthday! Here's a 3d cupcake designed and folded by me just for you :D I made it with a single sheet of ordinary copy paper (letter size). I couldnot make a cherry but there is some yummy frosting on top! Of course only the candle is real.

Anna: Thanks for your diagram...the Cupcake looks very edible!!! You are right....maybe I should fold one using tissue foil.

Please check "MY PHOTOS" ...my slow growing flickr gallery!

Oops! I'm 5 years too late, but I figured I might as well put my design in good company.
Good job to the first 2 cupcake designers! Mine isn't made from a fan shape, which is why the frosting doesn't have any pleats on it. Think of the back of a pinwheel base (the square side,) rounded off into an octahedron with sinks, the rounded further with valleys, and you've got a nice circle-shape upon which you can apply a crease pattern similar to what's on a real baking cups. The four arms of the pinwheel end up making the frosting without being affected by the baking cup's folds. Like that, except the pinwheel uses 6th divisions instead of 4ths.
