Nice claws! Well, I collapsed the head, and I think that I have some majorly wrong things in it. Here is what I got:
Image.
First of all, I can only have 2 cheek flaps (3, if I pull out another flap) on each side of the head, wherase Kafar's and Artur beirnaki's have 4 on each side. Here is a picture of it:

Second of all, I can't figure out the teeth flaps. I end up having this, and it doesn't look anything like Kafar's:

Finally, a picture showing the arrangment of flaps, is this right?:

i hear that in malaysia, they have very thin paper, ideal for origami! They do this to cut costs though. I am expecting some this month. If it is good as i have lead to believe i'll let you know

Here is how I did it:

1. Start with the small pleats on the wiskers, but do not extend the creases all the way into the head.
2. Work on all of the other pre-creases, and get them so that they have proper MV orientation. Then, start with the neck, and begin collapsing the model.
3. During the collapsing of the model, the cheek horns should fall back onto each other, and the model should collapse!

One note: you know the big horns on the back of his head, a little ways past his eyes? When I folded my model, these wanted to fall into the middle of the model, and will not let it collapse; Do not worry about this (well, i didn't) this is normal (i think). they should fall into place once the cheek flaps go backward. On mine, they wanted to fall toward the nose of the dragon, and I just flipped them back.

There, I hope that this helped!
