50cm should be your minimum size.
Try brown kraft paper first, then once you can fold it try some papers that can be bought from Michael LaFosse (the papers Kamiya used) http://www.origamido.com that link there.

EDIT: I have just found how to do it, and have proceeded past step 100 with a piece of foil.
If you have any questions, I can answer most before the head starts, the paper became messy.

Hydraxon - I'm not sure that Michael LaFosse will sell paper without talking in person to the individual who wishes to purchase the paper. I contacted him about something similar to the ancient dragon a very long time ago, and he said that he only sold paper after discussing it with the person. You could always try, but don't get your hopes up.
Also, Origamido paper might be a bit overkill for the Ancient Dragon. Sure, it would probably look terriffic folded out of Origamido, but at least 8 bucks a sheet seems like a bit much to spend for it. You could always look for some wrapping paper at a parchment store. Or, you may be lucky enough to live near a paper-making store, where they handmake paper.
Also, 50 cm seems like a huge minimum size. I have folded it with great results, out of 38 cm paper. Don't forget that, at a point, a sheet of paper can become so large, that it is difficult to fold. While 50cm certainly is not at that point, be careful.
Double tissue will work pretty darn well as long as it is large enough. I would definitely recommend 50cm size to get a good result, though. I used a 42.5 cm sheet and it came out small for my liking. It is very doable, but the head gets very difficult unless you have some seriously great paper.
I had no problem buying over the phone from Origamido, but I asked for specific paper, and they had it in stock. I had a lot more luck calling rather than emailing.

hey i just started folding it 3hours ago im up to step 141. ive been folding with 21 cm red tissue paper and its going fine no thickness problems but i think your problems are that you back the tissue with foil i didnt and its working out time but then im only 11 what will i no but i do believe that for this model you dont need to back it
Tissue paper and tissue-foil are very different kinds of paper. With foil, you don't need to wet-fold the paper to get the details to hold in place. MCed tissue paper or double tissue is probably the best, cheap option for folding a nice Ancient Dragon. Of course, I would recommend a size bigger than 21cm
@karan62 That AD is going to be pretty small when finished. You havent't had any tearing problems with a single sheet of tissue paper? Thats good if you havent. Sounds like its going well though Be sure to post pictures if you can when you finish

Just make the mountain and valley folds as indicated and itll look like step 31. Also the paper will be folded just like the arrows show.
I don't mean to discourage you but, If this step is giving you a hard time i feel you will have a very hard time completing the model... because until step 36, you have only been doing the precrease, and havent really even started folding the model. =
