Just stated folding from cp's.
Use one of the beak as a refference point (not the center). And you can get to the base without deviding the paper to a 40/40. Although you have to do alot of sinkings.

I saw both Nguyen Cuongs's eagles in an Origami exahbition, here in Israel.
they are MARVELOUS
I think the old one (2006) is nicer and I decided to make it
I found this forum
and started with the CP, but i'm stuck!
did anybody succeeded with the old eagle?
I would like some help

Maybe I should try this crease pattern soon.
I've started working on the 2007 version, and have collapsed everything accept the polygon at the very middle of the crease pattern. I can't see a possible way of doing it; I am completely stumped. I also can't get the feet quite right. i do hope the author of this model eventually makes diagrams for this, though I understand how arduous it is to make diagrams. I have to finish up the one for my red winged black bird, but I am tempted to do try to give it a 4th toe first so it is a bit more realistic.
Any help figuring out this cp would be greatly appreciated,

Don't fold that polygon. Those are all hinge-y creases. After you fold the alternating creases forming the narrowed beak, in order to be flat-foldable you need hinges. If you unfold it, you will see that the polygon is made up of creases that alternate between mountain and valley.
