I found it! It took me about 5 min. There is a tutorial video of how to fold a dog, designed by Klaus-Dieter Ennen : https://www.youtube.com/watch?v=QVGsEUZgLEo It's the most similar one that I found. The only difference is that the dog's head is down, not up like in your picture. And, you need a square paper instead of a 10 pound note. Sorry in advance if it's not what you are finding for.

I asked myself what was the reason for making beagle dogs with a 10 pound note when I first saw this... And the image I think was taken in a wet place, so the notes might become wet I suppose?

It was a publicity stunt, and a good hash tag pun #releasethepounds for an insurance company called Beagle Street.
