Making scales or pattern with paper

Can anyone tell how to make the scales patterns etc with paper?

The best advice I can give you is to get Origami Design Secrets by Robert J. Lang and read the chapter about pattern grafting.
Basically what you do to create scales is to make a series of criss-crossed pleats. An example of this would be David Deruda's Cobra, the technique being described on this diagram page.

Funny you should ask -- I just happen to be working on some.

First of all, I agree with Daydreamer. Get Robert Lang's book, Origami Design Secrets. The chapter on pattern grafting will tell you everything you need to know.

Basically you make a bunch of criss-cross pleats, and then you shape the intersections to look like scales. Here is a photo of Lang's Koi in progress -- you can see the crisscrossed pleats on the right and completed scales on the left.
