He doesn't state it anywhere but I think it is VOG (crumpled) paper.

This paper does appear to be crumpled VOG paper.
I am a bit surprised that the legs are strong enough to bear the weight of the model.
I wouldn't be surprised if crisp tissue-foil or elephant hide might work as well, as long as you use a large enough sheet to manipulate the layer folds.
