It doesn't really matter in what order you make those two reverse folds, but in the diagrams the first reverse fold is on the upper flap, the second one on the lower flap.

nothing...i'll continue to not understand despite your clarity i'll try again tomorrow because it's a lot of time that i'm folding today...i've got still some problem in the 9 step...thx again!

i'm glad that you're come back...the steps where i had some troubles are the 29th and the 30th after those it's all ok^^!thx for your help!

From 28 to 29 you reverse fold the lower corner of the wing inside, from 29 to 30 you reverse fold the upper corner of the wing. There are no landmarks for these steps so just shape the wings how you think it appropriate.
And the next step (from 30 to 31) is just shaping the wings, making them a bit 3D.
