Robert Lang Biplane Trouble

The Complete Book of Origami page 79 (kindle version). I am stuck on steps 9-10 where the instructions say to "open out the bottom of the model" and then to "form two double rabbit ears". The diagrams are unclear to me and I am stuck on this step.

Can anyone who has done this model or has the book help me out? I would really appreciate it!
