i'm not expert but I think it's a technique. It appear another fold between two others which belong to the normal grid. So these fold are a intermediate fold between two. Try to think how look like the final model and see the final Lobster to understand the idea.
Also re-read ODS(origami designd secret, almost last chapter, second edition only!) maybe it can help you.

Have you ever folded Satoshi Kamiya's Inoshishigami? It's kinda like that.
If not, it's not that hard to do, just hard to explain:
Fold along the diagonals in the CP, making linked reverse-folds on the ends. You should get an edge similar to a long sawhorse molecule. Then spread-sink the edge and closed-sink the upper side.
Repeat those steps on the other edges, and you should be able to collapse the rest of the CP normally.
