Stuck on final steps of Hideo Komatsu's lion

I'm stuck on one of the last steps on Hideo Komatsu's Lion (Step 185). When I try folding the model in half it catches and doesn't allow raising the tail like it should and I tore the back a little bit (pics of back). Is this an easy step and I just folded incorrectly?

It is probably because the paper was fatigued in that area, or was just weak to start with. I don't have the diagrams and have never folded this model, so I don't know exactly what is going on, but if it is what I think it is the step shouldn't be too hard. I'd go ahead and try refolding it.
