Michael LaFosse - Goldfish

So, I know that LaFosse's models require a lot of shaping and non-precision deftness, but despite that, his diagrams can get a little vague/incomplete at times. Specifically, I'm confused by step 18 of his goldfish, which says "fold the top front edge of the tail fin while rotating the tail up into the body; with a crimp at the tail/body junction." Two things: the tail doesn't seem to have any spare paper hidden to rotate upwards, and his diagram doesn't show the crimp, which could be any number of different locations and shapes. Any advice?
