The instructions for this model can be found in Tanteidan 20 starting on page 200. I can't for the life of me figure out what seems to be the most important maneuver in the model at steps 13-14 (which gets repeated many times throughout.) Can anyone help me understand what's going on here? Here's a snippet of the section.

It's hard to tell without seeing the end result (step 15), but it looks like you might be forming a preliminary base under the top corner (e.g. in Robert Lang's Scaled Koi).

I was talking about step 15, but it looks like I was right. Look at this picture, and that's what the top of the paper should look like.
