I'm having a hard time figuring out how to collapse this model. It looks like the center ends up underneath the head, but I can't get it to work without getting the limbs upside down/tangled in the wings. I'm also not sure at what point I should fold those pleats down the center.
Anyone have some pointers?

This model has a very unconventional structure compared to most dragons out there. Normally I would say to contact the author via his website, but that doesn't appear to have been updated in a couple of years.
In order to collapse the base nicely, I would say to first fold out the grafted bird base on the head corner and then collapse the pleats down the middle--probably the same with the tail corner. The jaw looks pretty self-explanatory.
As far as the legs go, it seems like the head and forelegs will be on top in the base, with the wings, hind legs, and tail underneath. It would help if you posted a picture of what you have so far.
