Origami Minotaur - help needed

Hello everyone,

i am not much of a pro at origami, and i attempted to fold the origami minotaur by satoshi kamiya from his book 'Works of Satoshi Kamiya 2'. i am stuck on step 59, and i am not at all sure what it means.

if any of you have already folded the model from these diagrams please help! it is very much appreciated.
