using the diagrams in tanteidan #22--the references really seem off. by step #21, the upper crease doesn't line up, and by #27, those creases aren't parallel to the edges.

i "solved" this using the CP on the cover.
the actual reference point for the right lower corner square is actually 0.736 (on the cover, the square measures 12.5 cm, and the distance from the from the left lower corner to the right bottom corner square is 9.2 cm). unless i'm missing something, the initial folds to find the references is actually larger than that and sets everything off.
