kasahara squirrel

Hello all,

I'm stuck on step 23 of Kasahara's squirrel in his "Origami Omnibus." I got through what I thought was going to be the difficult part, entirely unfolding and refolding, but now I'm stuck on this step. It says "Make an inside reverse fold then fully fold it to one side." and it is referring to the head. I am mystified by this. In the picture you can see there are a number of folds on the right side, but in the next figure it shows a single layer. Does the "fold it to one side" mean the squirrel is asymmetrical? It doesn't look like it in the finished photo.

Thank you for any help!

It is just a lock between the outer square shaped layers.
Fold an angle bisector through all layers of the inner triangle shaped layer.
Do either a valley or a mountain fold.
The mentioned inside reverse fold is a prefold and can be skipped.
The lock is asymmetrical but the model is not.
