Takaaki Katitsuka—Base 1

So I am trying to fold Takaaki Kakitsuka’s base 1 as shownin the instructions on this site: https://web.archive.org/web/20100428044 ... sis_e.html

Somehow I am getting lost somewhere in steps 17 through 22 as the instructions seem a bit unclear to me. Anyone have an idea of how to fold this base?

Inside of step 18 you'll find four diamond-shape pockets. One of those pockets is clearly shown in step 16. So in step 19, open the model just a bit and pull out the outer tip of those four pockets. If you keep on pulling the pockets will tend to flatten as tips. Once you totally flatten them, you've reached step 21.
