Has anyone folded this model by Chen Xiao?

Chen Xiao made a youtube tutorial and I am stuck on this one part which is shaping what looks to be part of the dress.

Has anyone folded it or know how to do this one section?

Note: The videos are mislabled and parts 2 and 3 are swapped.
