Where did you get the CP? The original diagram includes some guidance.
1. It looks like you've precreased and mostly collapsed.
2. For the engine, there is a short horizontal fold towards the front in the middle that helps make the 90 degree angle at the back of the snout. Crease strongly and shape at that point to help form the engine.
3. The wheels require a technique that's not difficult, but not easy to describe: you fold the strips horizontally along the bottom; then squash the triangle that makes the wheel, similar to making a petal fold, then squashing it and rounding it out with a pencil.

BTW, the train does NOT stay closed with normal paper. You have to use foil paper, or partially wet-fold.
