I can't tell which part I need to cut or use for each unit of the dragon.

Have you tried matching the names on the sections of paper to the titles of the parts of the diagram?

Also, http://babel.altavista.com/ might be helpful.

cuerpo = body
ala = wing
cresta = crest
cabeza = head
etc.

http://www.google.com/language_tools can translate as well. The "translate page" function doesn't work on handwritten pages, though.
