In the third step it says "turn the figure inside out". However I have no clue about what they are trying to say. :|

They are trying to say exactly what they said. Open up the model and turn it inside out, using the same mountain and valley folds. Hope that helps! :D

Sorry but I don't really get it. Do you mean to unfold everything, turn it over and refold? That's what "turning inside out" means to me. But it won't arrive at step 4.

Have you actually tried to turn it inside out? Because that is what this move actually is.

If it is easier for you to understand, change the mountains into valleys and viceversa.

Actually, the mountain and valley folds are staying exactly the same.
What you do is similar do what you do when you "pop" between a Waterbomb base and a Preliminary base (if that makes any sense).
So long and keep folding ^_^
