Flappin butterfly

Can someone help me with the flapping butterfly of Perry Bailey?
I'm stuck at step 3 :?

This step is similar (but not the same) as when you lift the flaps to do the head and tail of a crane or flapping bird. Just do as I said and squash them to make them look as the image of the finished step
