I need help with step 70 in this model. What exactly is it telling me to do? I see that it mentions step 64 but what does it say? I have no idea what im suppose to do in step 70.

This is in origami tanteidan book #8. Someone who has this book, please help me. I was stumped on this step years ago and now i still don't know
