Does anybody folded the Hideo komatsu Hippopotamus ?

J have problem in steps 67 and 68.

I'm stretching my limits (hugely) by trying to fold the models from Hideo Komatsu's book. After many tries and crumpled paper I've now managed to step 160 from the Hippopotamus diagrams. It says "Swivel the third layer from the top and round the upper jaw". It must be quite simple but somehow I seem to miss what is meant here and which layer is seen as the third layer from the top. If someone is able to help me, I'll be very grateful.
