Well, it doesn't really matter but the dashed (or dotted) lines are usually valley fold. You just have to make sure that one type of line is valley and the other type of line is mountain.
If you use single colour paper it doesn't matter which way you choose.
If you use paper with different colours on both sides, the colour you want the model to turn out in the end has to be on top with the dashed lines as valley and the solid lines as mountain.

I usually start CPs from the mid-section, mainly because that's most likely what the designers did. Work from large creases to smaller ones. It's like a sketch I guess. Work out the details (like the head, tail, and claws) later, after getting the body.

thank you.. very much. also i have a printing problem do i have to get a special printer to print it really big or well i tried to put the diagram on microsoft paint and cut it into fourths and transfer it into microsoft word to print please oh please is there another way

Well, page one shows where you can find the references. Just focus on getting a good piece of paper and working out the creases. The references don't look that complex so give it a try.

in school today i tried to print it really big but it got cut of. My teacher said,"hey use paint to print it out in fourth... cut the image on this topic into four corners ...four squares. when i did this things still got cut of i played around with it and still cant do it well if someone can give me the measurements they used on Microsoft word NOT cut off ... thank you in advanced
