Well, it doesn't really matter but the dashed (or dotted) lines are usually valley fold. You just have to make sure that one type of line is valley and the other type of line is mountain.

If you use single colour paper it doesn't matter which way you choose.

If you use paper with different colours on both sides, the colour you want the model to turn out in the end has to be on top with the dashed lines as valley and the solid lines as mountain.
So long and keep folding ^_^

I usually start CPs from the mid-section, mainly because that's most likely what the designers did. Work from large creases to smaller ones. It's like a sketch I guess. Work out the details (like the head, tail, and claws) later, after getting the body.

I also start CPs from the middle generally. I think it is more than just a personal preference for a few people, as the presence of middle flaps makes it very difficult to start a CP from the outside in sometimes. This is especially true with box-pleated designs, I've found.

uhhh. what?
Q. Creace pattern prints out bigger than paper

A. Use adobe Photoshop and image size and make it suitable to print
Hint... always print a half inch smaller than the paper

Well, page one shows where you can find the references. Just focus on getting a good piece of paper and working out the creases. The references don't look that complex so give it a try.

I folded the model, but I can't seem to curve the wing down, they just seem to be lifting up.
