Satoshi Kamiya Carnotaurus

In works of Satoshi Kamiya im stuck on the step 31.
It says to do a petal fold but no matter what i do it dosent look like the diagram.

Note that the thin long top layer is not involved in the petal fold (on the left side).

I haven't folded it yet but I think I would do it like this:

1. Start by precreasing the horizontal valley fold. On the left side you can see the necessary reference point.
2. Now precrease the right side with a mountain fold. use the veritical crease as a guide as well as the crease you just created.
3. Now bookfold the long top layer over to the right.
4. Precrease the left side exactly as you did on the right side.
5. Bookfold the long strip back.
For the final petalfold you will have to turn the valleyfold on the left and right side into mountainfolds on a single layer.
