John Montroll Rhino Help

Hey guys,
I was folding the rhino from Origami for the Enthusiast, and I got stuck on step 26 ii. It says "Pull out all inside layers connected to side marked by dotted line; repeat behind." I can't figure out what layers he's talking about. Can someone please explain it? Thanks.
