When I saw this design I fell in love with it, I got the book and started folding it.
So, I got to step 13 and I don't understand how to get to step 14 successfully.
Step 13 says:
In the upper line: lay down along the line
In the under line: solid line - mountain (fold)
dotted line - valley (fold).

Photosh or something like that may be super useful.

What you have to do is to collapse two linked bird bases at the same time.
