Ghidora - 3 headed dragon

Hi all,

I am struggling with the 3-headed dragon by Keiichi Kozasa from Tanteidan Convention #5. I have made it to step 100 pretty much fine (although I think I made a small mistake on the feet) but I am stuck on the wings. the instructions are NOT VERY CLEAR@!@**%%!#! Lots of steps missing...



Any help appreciated...

Well, information for step 101 won't be very helpful...

I can't read the character near the end of the second line - in bold in the following sentences - , so if you can take a better picture, that would be nice.

Here are a few guesses, but the general meaning is clear anyway.
