what lacquer should i use on paper if i want to make jewellery

I have not tried everything and do not know what's best, but water-based polyurethane works well. Oil-based polyurethanes tend to yellow and polycrylic or acrylic seems to be too brittle, but that is only my experience.

Wouldn't waterbased laquer dissolve when it gets wet in the rain?

Water or oil based refers to the solvent, or how it's prepared for use. Once applied, and after curing, the important thing is the polyurethane coating that is left. Whether you started with an oil or water based solution, the polyurethane is waterproof.
