If you folded the base correctly, now you should have one pleated flap for each wing. What you need to do is spread the pleat and shorten / round them with mountain folds so that they take the shape shown in the picture.

I'll try my best:

Pleated flap that you should have already.

Fold the upper tip of the flap at 45 degress :

Continue with the 45 degree folds all along the pleated flap (maybe you do not need this if you pre-creased the whole square grid)

Fold behind one fringe:

With a technique like this, you should be able to shorten / round the wings and make them look like the finished model in the picture of the link you provided
