For everyday paper, we go to Daiso.
For good stuff, well, it depends on what you are after. Kings paper at Newtown is a trove of treasures, kinokuniya in town has some nice things but they are pretty exxy.
Eckeysley has a few things but not that great. Then there are a couple of places in Melbourne that are pretty good - kami, and Melbourne etching store.
