Making thick paper

Does anyone know how to make paper as thick as elephant hide? (110 gsm) I've tried layering tissue paper like crazy with 10 sheets of tissue paper all stuck together with mc, but it didn't work so well. The paper broke on creases and when I tried wet folding it, the paper instantly disintegrated and turned into mush from the mc de-activating. I want to make a paper for wet folding because wet folding paper that's actually good costs a lot of money. As far as I know, nobody makes thick paper by themselves unless it's coming from pulp, which I'm not interested in. I want to make the sheet from mc glue, and some form of cheap, widely available paper. Any ideas?
