help needed with John Montroll's tiger

I'm trying to fold John Montroll's tiger from Origami Inside-Out, and I have no idea what steps 26 and 32 mean. In truth, I'm probably too much of a beginner to be attempting this, but tigers are my husband's favourite animal, so I really want to give him a paper one for our first (paper) anniversary on Saturday. I would appreciate any explanation of what's going on in those steps, or advice on how to figure this out. Thank you!

Step 26, precrease the folds Montroll has marked on the rectangular part. Then fold the rectangular portion up whilst folding the creases.

Step 32 is just an unfurling of the paper from other folds. Key is not to rip it. It's just pulling the loose paper out I believe.
